Cambodia’s forests represent the heart of the nation’s ecological and cultural heritage. Stretching across more than 40% of the country, these lush ecosystems sustain an extraordinary variety of wildlife and provide essential resources for millions of people. Today, Cambodia’s forests face intense pressures from rapid deforestation, intensifying the global climate crisis and threatening the livelihoods of 65% of Cambodians who rely directly on forests.

Economic forces such as industrial logging and expanding agriculture drive much of this destruction. Protecting Cambodia’s forests demands strategies that acknowledge economic realities while actively involving the communities who live closest to these ecosystems.

REDD+ presents an innovative approach to address these challenges. The initiative assigns financial value to forest protection, incentivizes reduced deforestation, supports sustainable management practices and promotes long-term stewardship. Since 2010, the Keo Seima REDD+ project has worked in close partnership with Cambodia’s Ministry of Environment to implement this strategy. The project rigorously measures conservation impacts and generates Verified Emissions Reductions—carbon credits sold to businesses and individuals dedicated to addressing their climate impact.

The impact of REDD+ extends beyond carbon accounting. The initiative places communities at the center of forest conservation. Indigenous and local communities hold extensive knowledge about forest ecosystems gained from generations of experience. Protecting forests demands far more effort and sustained commitment than cutting them down. Long-term success depends upon collaboration with those who know and rely on forests best. Through REDD+, communities receive direct, tangible benefits along with resources and knowledge that help them protect their ancestral forests into the future.

A Solution for Climate and People

REDD+ is a global mechanism created to slow climate change through forest conservation. It directly addresses carbon emissions released when forests are cleared, logged or degraded. Governments and local communities receive financial rewards linked to clear and measurable success in conserving healthy forest ecosystems. REDD+ also rewards actions that increase carbon storage, including restoring degraded forests and sustainably managing existing forest areas.

Keo Seima REDD+ has already achieved clear, measurable outcomes. The initiative directly channels funding to protect forests facing immediate threats while supporting sustainable local livelihoods. Communities receive direct resources that improve economic opportunities and living conditions. These efforts result in reduced carbon emissions, stronger local economies and the preservation of one of the world’s most biologically rich forests for future generations.

A Community-Based Approach

Successful forest conservation depends directly on forest communities and their active participation. Indigenous peoples such as the Bunong have protected the Keo Seima region’s forests for generations. These forests sustain local economies and provide thousands of Indigenous residents with resources including medicinal herbs, wild fruits, mushrooms, protein-rich foods and clean water.

Our approach merges a century of wildlife conservation expertise with more than a decade of direct REDD+ experience. This integrated strategy protects Keo Seima’s biodiversity while strengthening local livelihoods. Central elements of our approach include secure land tenure, community-based education, support for sustainable local enterprises and locally led forest patrols. These actions build a lasting foundation for both thriving forests and resilient communities.

Halting Deforestation, Delivering Co-Benefits

Strengthening Community Land Rights

Securing land rights for local communities is fundamental for lasting forest protection. Indigenous peoples and local residents are most effective at protecting their ancestral territories. Recognizing their rights protects not just forests but also community health, security and economic stability. Secure land tenure enables communities to confidently plan long-term stewardship.

Ensuring Communities Benefit Fairly

Forest protection works best when communities benefit directly and fairly. Our approach integrates meaningful livelihood improvements into conservation. This creates local economic opportunities tied directly to conservation success. Communities receive clear incentives that reward them for maintaining forest cover. In this way, conservation and local development reinforce each other.

Creating Reliable Financial Alternatives

REDD+ offers forest communities predictable financial support as an alternative to deforestation. Regular, consistent funding allows communities to focus confidently on conservation efforts. With stable resources in place, communities can choose forest protection over short-term economic pressures. Financial certainty gives communities more freedom in decisions that affect their forests and livelihoods.

Supporting Forest-Friendly Farming

Sustainable agriculture reduces pressure on forests while improving soil and crop yields. WCS’s IBIS Rice venture illustrates this approach effectively. Farmers receive premium prices when adopting farming methods that protect forest habitats. This model boosts local incomes, improves agricultural practices and directly supports biodiversity conservation.

Protecting Bunong Heritage and Forests

For the Indigenous Bunong people, the forests of Keo Seima Wildlife Sanctuary form the spiritual and cultural heart of daily life. These forests shelter ancestral spirits central to Bunong beliefs while providing vital resources that communities have depended upon for generations. Keo Seima REDD+ respects and integrates Bunong traditional knowledge by weaving it into conservation practices that protect forest ecosystems and the communities sustained by them.

Guarding Sacred Forests

Around 60% of people living in and around Keo Seima belong to Bunong communities whose lives depend closely on the forest. The project engages actively with these communities in ways that respect their cultural practices and forest traditions. Community involvement helps address direct threats like logging, encroachment and forest clearing. Rather than imposing solutions, conservation emerges from authentic local partnerships.

Securing Land Rights

Seven Bunong communities already hold official Indigenous Communal Land Titles (ICLTs) recognizing their rights to ancestral forests. The project actively supports additional Bunong communities in securing similar titles. Strong land rights reinforce Bunong autonomy over forests by protecting their ability to manage traditional lands sustainably and independently.

Strengthening Cultural Resilience

Bunong traditions contribute directly toward maintaining healthy forests. Traditional practices such as sustainable harvesting, ancestral medicinal knowledge and spiritual ceremonies create deep ties to the land. The project actively supports Bunong communities in continuing these practices. Promoting cultural resilience helps the Bunong navigate pressures from climate change and deforestation.

Transformative Finance for Communities

Keo Seima REDD+ takes a distinctive approach to financial benefit-sharing through a program called Cash for Communities (C4C). Unlike traditional conservation funding methods, C4C delivers revenue from carbon credit sales directly into the hands of communities actively protecting their local forests. As the first model of its type in Cambodia, C4C helps communities translate conservation success into concrete benefits by creating clear incentives for sustained forest stewardship.

C4C places decision-making power firmly with the villages themselves. Each community decides how to invest its funds, identifying and meeting its most urgent needs. Villages receive regular baseline funding plus additional performance bonuses rewarding effective forest protection. With these resources, communities have funded critical projects including improved infrastructure, expanded education services, and strengthened healthcare facilities. In this way, conservation generates meaningful opportunities for communities rather than imposing restrictions.

Built upon local trust, transparency, and genuine consent, C4C anchors Keo Seima REDD+’s long-term conservation vision. The approach positions local people not merely as beneficiaries but as true partners in protecting their forests and heritage. The mechanism connects healthy forests, thriving communities, and cultural heritage into a unified, long-term vision for Keo Seima.
